(BARGE) - Barge into pool

Barge allows owners and moderators to move into full pools by barging another user out.

Note: Pools only appear when you have over sixty users in the chat. Pools will appear as buttons in the Visitors list.

Chat owners can set which ranks can use barge in GControl (default is moderator and higher).
