(BANISH) - Banish a user from the chat GROUP POWER

The Banish power is a group power, which, when assigned and activated, will "banish" any user that has been banned longer than 1 hour.

Banished users will not be able to see messages sent in the main chat and will not be able to see any guests or members in the user list.

If Banpool is also assigned, users will be automatically sent to the Banpool when banned.
